It reads a need written in plain language, extracts the capabilities actually required, and composes teams of complementary organizations, naming an offer lead. It explains its proposals through declared capabilities and existing proof.
It never picks a supplier on its own, and it never sees the organization directory while reading a need: the two steps are deliberately separated so that no suggestion is shaped by what there is to sell.
A pack’s internal life — split, payouts, milestones, documents, each partner’s price — is never exposed. Competing teams’ quotes are never visible to one another.
The AI proposes; organizations decide whether to team up, what to charge, and what to sign. Nothing forces you through it — a pack can be composed by hand. And when it is unavailable, the page says so and announces when it resumes, instead of returning an empty result that would look like an answer.
